Even after Brexit, which brought the end of the European arrest warrant, there is still extradition between countries that are part of the EU and the EEA. Extradition arrangements have been left largely untouched by the post Brexit agreements. Governments can no longer issue a European arrest warrant, but they can still issue an Interpol notice to have fugitives detained. If they know which country you’re in they can ask that country to detain you.

But there are still dozens of countries that don’t have extradition to the UK. As they’re not officially recognised and don’t have diplomatic relations with the UK there can be no extradition. The most well known of these is Northern Cyprus.
Countries that have poor diplomatic relations with the UK are unlikely to extradite fugitives even if they have extradition treaties in place. The UK and Russia have an extradition treaty; however, the UK has consistently refused to extradite fugitives wanted in Russia. It’s unlikely that Russia would co-operate with UK authorities in handing over those wanted by the UK.

Given the UK’s network of extradition treaties perhaps Japan is the most surprising of the countries that don’t have extradition treaties with the UK. Japan is one of the largest economies in the world where anything you’re likely to want is available.
